Infringement on the interests of the masses in the field of rural revitalization
PROVISIONS
Article 122 If one of the following acts is committed, those who are directly responsible and those who are responsible for leadership shall be given a warning or a serious warning if the circumstances are relatively minor; if the circumstances are relatively serious, they shall be removed from their posts within the party or placed on probation within the party; if the circumstances are serious, they shall be expelled from the party:
(I) raising funds from the masses and apportioning expenses beyond the standard and scope, thus increasing the burden on the masses;
(II) detain or collect money and goods from the masses or punish the masses in violation of relevant regulations;
(III) withholding property from the masses, or defaulting on money from the masses in violation of relevant regulations;
(IV) collect fees in violation of relevant regulations in management and service activities;
(V) make things difficult for the masses, eat and take cards when handling affairs involving the masses;
(VI) other acts that infringe upon the interests of the masses.
Those who have the above-mentioned acts in the field of rural revitalization shall be given heavier or heavier punishment.
Interpretation
The second paragraph of Article 122 of the regulations enriches the provisions that those who infringe upon the interests of the masses in the field of Rural Revitalization shall be given heavier or heavier punishment. In 2021, General Secretary Xi Jinping announced at the National Poverty Alleviation Summary and Commendation Conference that my country's poverty alleviation battle has achieved a comprehensive victory, marking that our party has taken a solid step on the road of uniting and leading the people to create a better life and achieve common prosperity. We have shifted from poverty alleviation to the promotion of comprehensive rural revitalization, but we must clearly realize that the most arduous and arduous task of building a modern socialist country in an all-round way is still in the countryside. The depth, breadth, and difficulty of the comprehensive implementation of the rural revitalization strategy are no less than poverty alleviation. Tackling tough problems, we must insist on poverty alleviation without taking off responsibilities, policies, assistance, and supervision, and always safeguard and develop the vital interests of the people in the comprehensive revitalization of the rural areas. The above-mentioned provisions of the regulations highlight the higher standards and stricter requirements for party organizations and party members in promoting the comprehensive revitalization of rural areas, thus urging relevant party organizations and the broad masses of party members to continue to shoulder and grasp their responsibilities, and to do a good job in all aspects of rural revitalization, especially to effectively prevent and correct acts that infringe upon the interests of the masses in the field of rural revitalization.
