From January 10 to 11, China Shipbuilding Fenxi Heavy Industry held the 2025 work conference and the sixth employee representative assembly of the third session.
At the meeting, the company's party secretary and chairman Zhang Weihua delivered a work report titled 'Grasping Opportunities and Promoting High-Quality Development'. The meeting pointed out that in the past year, we have kept in mind the 'big issues of the country', leading the development direction with high-quality party building; we have fulfilled our primary responsibilities, providing reliable and high-quality guarantees for users; we have strengthened strategic guidance, and our core capabilities have become more prominent; we have adhered to innovation-driven development, achieving fruitful results in technological innovation; we have insisted on maintaining integrity while innovating, fully stimulating the enthusiasm, initiative, and creativity of employees; we have pursued value creation, strengthened system construction, and further solidified our development foundation; we have created value together, shared results, and enhanced employees' sense of happiness. The meeting analyzed the current situation and opportunities, clarifying the need to carefully analyze the new characteristics of the macro economy, new requirements for industry development, and new challenges faced by the company. All cadres and employees must maintain strategic determination, seize development opportunities, and earnestly implement various tasks to promote the company's reform, development, and stability. Regarding the main work for 2025, the meeting pointed out that guided by Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, we must fully implement the spirit of the 20th National Congress of the Communist Party, the second and third plenary sessions of the 20th Central Committee, the Central Economic Work Conference, and the fourth plenary session of the 20th Central Commission for Discipline Inspection, adhere to the general tone of seeking progress while maintaining stability, fully and accurately implement the new development concept, accelerate the construction of a new development pattern, solidly promote high-quality development, further deepen reforms comprehensively, firmly establish a development pattern of 'one strengthening, two promotions, and three focuses', strive to build an industry-leading enterprise with the best innovation momentum, the strongest core capabilities, the best industry reputation, and the highest happiness index, and achieve the goals and tasks of the 14th Five-Year Plan with high quality, laying a solid foundation for a good start to the 15th Five-Year Plan. The meeting emphasized that in 2025, we should focus on seven key areas of work. First, promote the main responsibilities and ensure the smooth completion of various tasks; second, promote industrial upgrading and strengthen core competitiveness; third, focus on innovation projects and enhance the leading role of technology; fourth, focus on talent strategy and strengthen the construction of the cadre and talent team; fifth, focus on cost management and effectively utilize financial management; sixth, continuously improve refined management levels; seventh, strengthen party building to lead and guarantee the company's high-quality development.
Zhang Huixiong, Deputy Director of the National Defense Science and Technology Industry, pointed out in his speech that Fenxi Heavy Industry should strengthen the party's comprehensive leadership over state-owned enterprises, guided by Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, deeply implement the spirit of General Secretary Xi Jinping's instructions on the national defense science and technology industry and China Shipbuilding Group, promote strict governance of the party, create a 'clean state-owned enterprise', and lead the company's high-quality development with high-quality party building; promote the company's innovative development, enhance independent innovation capabilities, firmly grasp the requirements of building a strong country in science and technology, manufacturing, and the ocean, actively participate in the strategic layout of Shanxi Province, promote the construction of an advanced manufacturing system that is self-controllable, and strive to enhance the company's core competitiveness; promote transformation and upgrading, closely rely on industrial internet, big data, and artificial intelligence, and accelerate the digital transformation and upgrading of the industry, speed up the introduction and utilization of high-end talents in short supply, strengthen exchanges and cooperation with key industry chain enterprises in the province, achieve integrated development, innovative development, and sustainable development, creatively grasp all favorable conditions, and strive to achieve annual business goals, promoting high-quality development with new atmosphere and new actions.
During the meeting, representatives watched the 2024 annual work review video 'Sailing 2024' together and engaged in enthusiastic group discussions around the work report.
Representatives from the equipment manufacturing company, electric motor company, Jieli Gas Company, and Saisi Yi Company made exchange speeches, and the conveners of the employee representative assembly and work meeting reported the discussion situation to the presidium of the employee representative assembly and company leaders.
The meeting awarded various advanced collectives and individuals for the company in 2024, and signed the 2025 performance assessment responsibility letter and performance target proposal, among others. Employee representatives voted to approve the work report of the party secretary and chairman.
More than 240 people attended the meeting, including company leaders, external directors, doctors, expert secretaries, middle-level leaders, and employee representatives.
