Recently, the Shanxi Provincial Committee of the Chinese People's Political Consultative Conference held a special consultation meeting on "Promoting the Integration and Development of Technology and Finance" to thoroughly study and implement the spirit of General Secretary Xi Jinping's important instructions on "supporting the development of specialized and special new enterprises", implement the deployment requirements of the provincial party committee, and focus on "taking the road of" specialization, specialization, and innovation "to promote the high-quality development of small and medium-sized enterprises. Li Limin, member of the Provincial Committee of the Chinese people's political Consultative Conference and director of the Technology Center of China Shipbuilding Fenxi heavy Industry, attended the meeting, actively discussed political suggestions, and made an exchange speech on "strengthening the integrated development of science and technology and finance, and building a new pattern of scientific and technological innovation and development in our province.
Shanxi Province regards the innovation-driven development strategy as the first strategy for the development of the province, but on the whole, the absolute value of various innovation indicators in our province is still at the level of the middle and lower reaches of the country. For this reason, Li Limin suggested:
■ Strengthen the top-level design, build an innovative system for the integrated development of science and technology and finance in our province, and promote the transformation and development of our province. Improve the financial organization system of science and technology, and do a good job in the prevention and control of financial risks. Encourage banking institutions to set up science and technology financial franchise institutions or science and technology branches, and create a system of science and technology financial products that are compatible with the industrial transformation and development of our province.
■ Strengthen the dominant position of enterprises in innovation and promote the aggregation of innovation elements to enterprises. Improve the scientific and technological innovation system with enterprise innovation as the main body in our province, and strengthen the government's service function for enterprise scientific and technological innovation. To strengthen the leading role of enterprises in technology and other aspects, the government should support enterprises in scientific and technological innovation urgently needed policies and other key innovation resources.
Accelerate the creation of an integrated innovation mechanism that is compatible with government science and technology guidance funds, enterprise self-financing and financial capital. Combined with the actual situation, we should formulate the science and technology financial policy of the provincial government's science and technology guidance funds and other multi-party investment, give full play to the role of government science and technology guidance funds, and guide science and technology enterprises to increase R & D investment.
■ Establish a science and technology innovation points system and comprehensively promote the "science and technology enterprise innovation points loan". Optimize and integrate the innovation resources of provincial departments, draw lessons from experience to formulate management and incentive measures for the implementation of innovation points system for science and technology enterprises. Comprehensive evaluation and points are carried out according to the innovation resources of science and technology enterprises. Government departments give awards and subsidies to science and technology enterprises every year according to innovation points. Financial institutions grant credit to science and technology enterprises according to innovation points. Through the points policy, we can speed up the integrated development of science and technology and finance and enhance the innovation ability of science and technology enterprises.
